Strict limits on foreigners' work permits

Under a bilateral treaty with the EU, 131,000 permits have been made available for European workers.

At the same time, a new limit of 4,000 annual and 5,000 short-term work permits have been made available for foreigners outside the EU and countries belonging to the European Free Trade Association.
